1. INDUSTRY AND
SMALL-HANDICRAFT INDUSTRIES
- Production and business
operation of some typical enterprises: Gross industrial production value (price
comparison to 2010) is estimated at VND1.195 million, making 102.7 percent of
the plan (up 8.4 percent over the same period). In general,
the industry and small-handicraft industries, and trade and service have
been maintained and developed, in which main sectors are iron soldering,
aluminum, construction materials, wooden art furniture and food processing, etc.
Production and business establishments operate effectively, contributing to
creating jobs, increasing income for the people in the commune. The industry and
small-handicraft industry production has diversely
developed and applied science and technology into production. Production
facilities have innovated their technology and operated effectively. The total
number of business households in the commune is 620 (which include 22 one-member
limited liability companies, three trade and service cooperatives and 595
individual business households).
+ Some typical enterprises
in the commune: Thanh Duc Animal Husbandry Trading and Service Co., Ltd., Xuan
Phu Animal Husbandry Service Cooperative, Truong An Vegetable Cooperative, Xuan
Tien Agricultural Service Cooperative and so on. In particular, Thanh Duc Animal
Husbandry Trading and Service Co., Ltd is the first chicken farm in Dong Nai
Province joining the price stabilization program to provide its best products to
consumers at affordable prices. Up to now Thanh Duc clean chicken egg brand has
been gaining great confidence from domestic and export markets. Thanh Duc has so
far built a chain of nearly 40 distribution points of clean chicken eggs in Dong
Nai and neighboring provinces such as Ninh Thuan, Binh Thuan, Vung Tau, Binh
Duong, Ho Chi Minh City and indirectly exported 100,000 eggs per month eggs o

+ Labor force, industrial
potential and industrial development orientation: At present, the labor force in
the commune has been working for companies and factories inside and outside the
commune.
2. AGRO-FORESTRY AND FISHERY
- Agriculture: The total area
of agricultural land of the commune is amounted to 3,417.4 hectares, of which,
land for annual crops is 2,313.5 hectares and land for perennial trees is 113.9
hectares.
+ The crops (fruit trees)
with agricultural advantage in the commune include rice, corn, vegetables,
rambutan and dragon fruit, etc.
+ Livestock and poultry
husbandry facts: The animal husbandry in the commune develops quite strongly in
both size and quality. There are a total of 4,044,000 chickens, 195,000 ducks,
4,410 cows, 313 buffaloes, 88,863 pigs, 4,617 goats and 156,556 rabbits.
- Fishery: The water surface
area for aquaculture is 85 hectares.
3. SERVICES - TRADE -
TOURISM
- Labor structure of the
commune, and trade and services operation in the commune. Gross production
value: The production revenue of trade and services (price comparison 2010)
reaches VND288.1 out of 287.8 billion, accounting for 100.1 percent of the plan,
up 5.1 percent over the same period. There are two markets in the commune,
namely Binh Hoa and Binh Xuan 1, of which Binh Hoa market has been newly built
to meet the standards of the New Rural Cultural Market with the total cost of
VND2.2 billion which is entirely funded by the public contribution, sufficiently
satisfying the local demand for consumption and life.
4. EDUCATION
Maintaining the commune meeting
the standard of all grade-level uninversalization. The quality and scope of
education have been increasing. There are four schools in the commune (Nguyen
Binh Khiem Primary School, Xuan Phu Kindergarten, Binh Hoa Kindergarten, Ly
Thuong Kiet Secondary School), of which 66.7 percent have reached the national
standards and 100 percent have been equipped with standardized facilities. The
education and training performance in the commune has been maintained and
developed. Kindergartens-preschools, primary schools and secondary schools have
been built with solid structures, modernized classrooms and facilities, and
renovated teaching contents and methods, providing students with comprehensive
education, meeting the requirements of education and training development. Every
year the rate of mobilizing students to attend class at all grade-levels goes
well with the plan and the quality of education has been improved.
- Xuan Phu Kindergarten:
The total number of staff is 40 people. There are a total of nine classes with
376 students.
- Binh Hoa Kindergarten:
The total number of staff is 39 people. There are a total of 11 classes with 389
students.
- Nguyen Hue Primary School:
The total number of staff is 43 people. There are a total of 19 classes with 506
students.
- Nguyen Binh Khiem Primary
School: The total number of staff is 40 people. There are a total of 22
classes with 554 students.
- Lac Long Quan Primary
School: The total number of staff is 21 people. There are a total of 10
classes with 225 students.
- Ly Thuong Kiet Secondary
School: The total number of staff is 41 people. There are a total of 16
classes with 534 students.
* The commune has one library
located at its Center for Culture-Sports and Community Learning, with more than
230 book tittles.
5. HEALTH
- The number of health workers
working at the commune’s health station is 11 people, including one general
practitioner, one traditional medicine physician, one midwife, three general
physicians, two nurses, two pharmacists and one population officer.
- Xuan Phu Commune Health
Station is a medical affiliate of the district’s Health Center and directly
under Director of Xuan Loc District Health Center. The station infrastructure
has been built and put into use since 2012, ensuring sufficient number of rooms
and areas for fulfilling tasks. Since 2013 the station has been recognized to
meet the set of National Criteria for Commune Health and maintained it to date.
The station ensures sufficient number of workers and well performs the tasks of
preventive medicine, medical examination and treatment, reproductive health
care, essential medicine supply, community health management, and health
education and communications to the people. The station has also increasingly
applied IT to medical examination and treatment and the style of service has
been reformed towards the satisfaction of patients, all for patients, and
patient-centered.
6. CULTURE
- Information on the Communal
Cultural House: The commune has one Center for Culture- Sport and Community
Learning, five Hamlet Cultural Houses and Sports Spaces, one Ch’ro Ethnic
Cultural House.
- Information on the communal
culture-post office: The commune has a well-functioning post office which is
equipped with the necessary facilities for operation, with two service agents,
opening from 6 AM to 21 PM.
- Cultural
activities: Organizing short-term vocational training courses for rural
laborers; regularly organizing cultural and performance activities, physical
training and sports for the Tet, other holidays, and the Party and the spring
celebrations; organizing the annual mass Olympic running race and the 2018
SAYANGVA Festival of Chau ro people in Xuan Phu Commune; cleaning and planting
trees on the occasion of Uncle Ho’s birthday;

Agricultural land: 4,403.26
hectares, accounting for 81.38 percent of the total natural land of the
commune
Non-agricultural land: 1,007.47
hectares, accounting for 18.62 percent of the total natural land of the
commune;
Rural
residential land: 83.83 hectares, occupying 1.5 percent of the total natural
land.
Agricultural land
Land for rice cultivation (LUA)
is 134.17 hectares, accounting for 3.04 percent of the agricultural land (of
which land for wet rice is 59.73 hectares), grown mainly in Phuong Vy, Bau Sinh
and Cha Rang Hamlets. The rice-cultivated area tends to decrease sharply. As of
2015, the cultivated area was 28 hectares.
Land for growing annual crops (HNK)
is 157.35 hectares, accounting for 3.57 percent of the agricultural land. The
land area for planting annual crops is evenly distributed in hamlets,
alternating with perennial land area.
Land for perennial trees (CLN)
is 3,803.75 hectares, occupying 86.4 percent of the agricultural land,
including many varieties of trees such as cashew, pepper, rubber, coffee, mango
and so forth, evenly distributed in hamlets. This is the main type of production
in the commune that brings high economic efficiency and tends to increase.
Production forest land (RSX) is
100.25 hectares, accounting for 2.27 percent of the agricultural land; mainly
in Bau Sen and Cha Rang Hamlets, which are of high-hill and degraded land
uncultivable for other annual and perennial crops. Major reforestation trees are
cajuput and nacre.
Aquaculture land (NTS) spans
26.89 hectares, mainly distributed in Cay Da and Bui Sen Hamlets.
Other agricultural land (NKH)
covers about 281.10 hectares, which is the area added from the perennial land
and the remaining annual cropland.
Non-agricultural land (PNN)
The total area of
non-agricultural land in Suoi Cao Commune is 1,007.47 hectares, occupying
18.62 percent of the commune's natural area, an increase of 99.12 hectares
compared to that of 2011. The increased area is transformed from agricultural
land, specifically, from the remaining land for annual trees of 9.18 hectares
and land for perennial trees of 89.95 hectares.
Rural residential land
(OTC)
The area of rural residential
land is 83.83 hectares, accounting for 1.55 percent of the total area of
natural land, including the planned concentrated residential areas.
EDUCATION
In the
commune, there are three schools that have met national standards, including
Suoi Cao Kindergarten, Lam Son Primary School, Suoi Cao Secondary School.
The commune has met the
standards of preschool education universalization for 5-year-old children,
primary education universalization, and secondary and high school
universalization.
Information on the Communal
Library: There is one library located at the Center for Culture-Sports and
Community Learning, with more than 200 book titles.
Educational
facts: Most of the schools in the commune have met the national standards.
HEALTH
The Commune’s
Health Station meets national standards, with eight beds, nine rooms and ten
medical staff (including two doctors). Staff and facilities basically meet the
need of medical examination and treatment of people. The medical network in the
commune strongly expanded to hamlets. Every hamlet has hamlet-collaborators,
ensuring the propaganda and mobilization of people in implementing and
benefitting from health policies.
CULTURE
Information on the
Communal Cultural House: The Communal Cultural House is called the
commune’s Center for Culture-Sports and Community Learning. The center has one
football field, one volleyball court, 01 badminton field, one yard for common
activities, one fitness club, one volleyball club, one football club, and one
martial art club. Every year over 2,000 people take part in exercising and
sporting events.

The commune has one post office located in the commune center dedicated to post
and telecommunications operations.
