AGRO-FORESTRY
Comprehensively developing agriculture toward modernity, large-scale commodity
production, quality, efficiency and sustainability; boosting animal husbandry in
connection with processing industry and building the New Countryside to speed up
the process of agricultural and rural modernization; striving for an annual
average increase of 5-6 percent in the value of agricultural and forestry
production during the 2015-2020 period;
Focusing on efficiently implementing the commune's agriculture development
planning by 2020, with a vision toward 2030; encouraging and assisting various
economic sectors to join in cooperation and production linking in connection
with agro-product consumption; establishing large fields in accordance with
Decision No. 58/QD-UBND dated November 24, 2014 of Dong Nai People's Committee;
promoting agricultural development toward high productivity, quality, value and
efficiency on the basis of applying advanced scientific and technical
technologies; focusing on the development and replication of production models
towards specialization and highly intensive farming, especially in terms of land
preparation, seed and breed production, cultivation and harvesting; improving
the quality of agricultural technical service operations to support production;
Concentrating on the restructuring of plants in association with the
implementation of agricultural programs and projects, agricultural extension and
plant protection; taking measures to support the investment in the construction
of roads, electricity, irrigation, and breeds and technology for concentrated
agricultural production areas, especially in the production of corn, pepper,
coffee, dragon fruits and vegetables, etc. as planned in order to create quality
feedstock for industry, especially, efficiently implementing the establishment
of linking chains from production, processing, preservation, transportation,
distribution to export and brand building; raising the winter-spring crop area
to around 1,400-1,500 hectares by 2020, considering it the main production crop
in the areas with water availability; attaching importance to developing clean
and sustainable agriculture; promoting intensive farming; using new breeds and
new technologies to increase crop yield and labor productivity and reduce
production costs; focusing on building the large fields for the seasonal and
winter-spring crops of corn, the summer-autumn and seasonal crops of rice, and
large fields for vegetables; also, encouraging the development of economically
valuable varieties, striving for the average production value of VND150-180
million/ha of cultivated land per year as of 2018; for short-termed crops, using
100 percent new varieties with high productivity and pests resistance; over 90%
of perennial trees and fruit trees using new varieties and grown in the
direction of clean agriculture;
Striving to make livestock the major agricultural production sector by 2020,
focusing on efforts for the rapid and robust development of animal husbandry in
both quantity and quality, especially pigs, cows and chickens, goats, etc.,
raising the proportion of animal husbandry to 51.1% of the total value of
agriculture; prioritizing the development of animal and poultry husbandry toward
concentration along with advanced technology application, epidemic safety and
environmental hygiene; continuing investing in the infrastructure of the planned
areas for animal husbandry; encouraging investment in building poultry and
animal feed processing establishments, and closed and modern production models;
reinforcing and better improving the quality of local veterinary network;
attaching importance to epidemic prevention for livestock and poultry and
slaughter control, ensuring that 98 percent of livestock and poultry are
vaccinated against the required diseases; enhancing the application of new
technologies in animal husbandry for the household economy model; supporting
investment in biogas systems and branding for husbandry facilities that provide
safe products;
Continuing upgrading and repairing irrigation systems (in particular, concreting
2 km of canals in Binh Xuan 1 and Binh Xuan 2 Hamlets, repairing Gia Lieu 2 dam
in Binh Tien Hamlet), field-to-residential-area roads, power lines into large
fields using the socialization model; expanding the irrigation area to 2,000
hectares, accounting for 30-40 percent of the commune's agricultural production
land;
Continuing taking care of and protecting perennial tree planting areas, as
well as promoting canopy tree planting, encouraging
and supporting intensive reforestation and large timber tree planting; by 2020,
striving for the green trees coverage of 30 percent and the forestation coverage
of 3 percent;
Continuing implementing effectively the contents of the Resolution of the 7th
plenum of the Party Central Committee (the 10th tenure) on agriculture, farmers
and rural areas, the New Countryside Construction Program and a set of the
advanced new countryside criteria of the province and district; concentrating on
directing the development of the civilized, prosperous and beautiful new
countryside model; striving to maintain and raise the quality of the New
Countryside-recognized commune.
2. INDUSTRY AND SMALL-HANDICRAFT INDUSTRIES
Attracting investment and creating favorable conditions for the development of
industry and small-handicraft industries in the province, prioritizing the
development of small and medium-sized establishments, concentrating investment
on the development of animal feed processing industry, agricultural products
processing such as cashew nut processing, and agro-product drying to ensure
product quality; encouraging the development of rural industries and craft
villages in connection with environmental protection, striving for an increase
in the value of industrial production of 7-8 percent per year
(price comparison to 2010);
3. TRADE AND SERVICES
Developing and improving the quality of trade services to meet the increasing
demand of locals, striving for an average increase in trade and service revenue
during the 2015-2020 period of 10-11 percent a year (price comparison to 2010);
Creating favorable conditions, attracting investment in commerce from
enterprises and individual business households; developing a variety of goods
and services; strengthening the management of commercial business households;
efficiently managing two markets in the commune; implementing the price
stabilization programs; meeting the demand of trading and exchanging goods of
people; expanding and developing the establishments trading agro-products and
providing goods and materials for agricultural production and locals’
consumption demand;
Regularly coordinating with the district’s authorities to inspect and fight
against counterfeits and tax evasion, the business households’
observance of the Party's guidelines and policies and the State's law;
Continuously developing and raising the quality of transport, post and
telecommunications, finance, banking, insurance, health care, education and
training services; encouraging the development of new services and improving the
quality of rural services;

THE DEVELOPMENT OF ECONOMIC SECTORS
Encouraging and creating favorable conditions for the development of economic
sectors, especially, well implementing policies to support and improve the
efficiency of collective economy; promoting the role of collective economy in
agricultural production; diversify forms of production linking and organizing;
strengthening and improving the quality of the High-Yield Clubs and
cooperatives, encouraging 50 percent of HYC members to join the High-Yield Club
Union; building large fields; concentrating on encouraging to replicate highly
cost-effective economic models; and attaching importance to solutions of
scientific and technical advance application and management methods which help
the constant development of establishments;
