The pig slaughterhouses that are concentrated in the
epidemic area are allowed to receive and slaughter healthy pigs
Under the guidance of the Ministry of Agriculture
and Rural Development, the slaughterhouses that are allow to kill pigs are
centralized slaughterhouses that satisfy all veterinary hygiene requirements as
stipulated in Clause 1, Article 69 of the Veterinary Law and National Technical
Regulations on the veterinary hygiene requirements for concentrated
slaughterhouses; small and scattered slaughterhouses that satisfy all the
veterinary hygiene requirements as stipulated in Clause 2, Article 69 of the
Veterinary Law.
Concerning the transport, slaughtering, and
consumption of pig products, pig slaughterhouses that are concentrated in the
epidemic area are allowed to receive and slaughter healthy pigs which negative
test results for African swine fever in the pig livestock farms inside and
outside the province’s epidemic areas.
The pigs that are brought into slaughterhouses are
required to satisfy all the regulations in Article 4 of Circular no. 09/2016/TT-BNNPTNT
dated June 1, 2016 and pigs must be transported by specialized means as
stipulated in Clause 1, Article 70 of the Veterinary Law and QCVN01-100: 2012/BNNPTNT
from livestock farms to slaughterhouses and mustn’t be transported to gathering
points to minimize the risk of spreading pathogens.
The pigs that come from gathering and business
facilities, business must show negative test results for African swine fever
before being they are transported to slaughterhouses. Gathering facilities are
allowed to clean and disinfect pigs before and after each gathering time; waste
and waste water must be treated to make sure there won’t be a spread of
pathogens. In addition to the requirement for negative test results for African
swine fever, pigs must be quarantined and granted quarantine certificates to be
transported out of provincial level localities as required.
Slaughtering pig must be controlled under the
provisions of Article 65 of the Veterinary Law and Circular no. 09/2016/TT-BNNPTNT
dated June 1, 2016 of the Ministry of Agriculture and Rural Development. The
products from pigs after the slaughtering process must be tested and show
negative results for African swine fever and transported by specialized means
according to the provisions of Clause 2, Article 70 of the Law on Veterinary
Medicine for consumption inside and outside the epidemic area inside and outside
the province. Also, means of transport must be cleaned up and disinfected before
going out of livestock farms and before going into and after going out of
slaughterhouses.
The small and scattered slaughterhouses in the
epidemic area are also allowed to receive and slaughter healthy pigs and must
show negative results for African swine fever in the big farms inside and
outside the epidemic area in the province. Also, the pigs that are slaughtered
must satisfy the requirements for slaughtering and veterinary hygiene control.
Pigs must be transported by required means according
to the provisions of Clause 1, Article 70 of the Veterinary Law and satisfy
veterinary hygiene requirements from livestock farms to slaughterhouses; mustn’t
be transported to pig gathering points to minimize the risk of spreading
pathogens. Also, slaughtering pigs must be controlled and the pig products from
pigs after the slaughtering process must be transported by means according to
the Veterinary Law; and means of transport must be cleaned up and disinfected
before going out of livestock farms and before going into and after going out of
slaughterhouses.
The Ministry of Agriculture and Rural Development
has still asked localities to immediately cull all the pigs in cages, gathering
points, and isolation areas showing positive results for African swine fever.
Simultaneously, it is necessary to adopt measures to deal with outbreaks, and
prevent and control African swine fever according to regulations.
