The efficiency achieved from the goal of making science and technology a driving force for development Update 22-01-2020 11:52
In the period of 2017-2019, the province’s science and technology activities continued to promote research and application tasks in various fields, contributing to creating a driving force for socio-economic development, especially the construction of a new countryside.

It can be said that in parallel with the task of strengthening the organization, improvement of the quality of the officials and civil servants who are performing professional tasks at Dong Nai Department of Science and Technology (DOST). The provincial State management system of science and technology continues to be maintained stably at provincial to district levels. In particular, the province’s districts and cities have full-time officials in charge of the science and technology management under economic divisions and economic infrastructure divisions at district levels. The district-level science and technology tasks focus on the application of scientific and technological advances, transfer of science and technology in agriculture and administrative reform.

 

In addition, science and technology councils at most district levels have been established and completed. Every year, on the basis of general policies on issued tasks, science and technology councils help districts to set orientations for the district’s science and technology activities and organize council meetings to determine the list of district-level science and technology tasks, and apply scientific and technological advances in localities.

 

Over the past 3 years, district-level science and technology has carried out 42 themes and projects for science research and technology development under a 50/50 and 70/30 funding support mechanism. As a result, the activities of research, development and application of science and technology of grassroots-level themes and projects have seen great development steps; activities have aimed at local socio-economic development, especially agricultural areas, farmers and rural areas for local socio-economic development at provincial to grassroots levels; activities have increasingly contributed to improving the yield and quality of some major crops, livestock and commodity products, promoting economic restructure towards industrialization and modernization; and so on.

 

Also, themes and projects in this field focus on studying and developing a number of the province’s key industries and fields such as testing new plant varieties and breeds producing a high yield and quality; studying and applying mechanical, automated and biotech technologies in preservation, processing, livestock and cultivation towards industrialization and modernization of agriculture and rural areas on an industrial and farm scale; studying and applying scientific and technological advances in cultivation towards hi-tech agriculture. Simultaneously, it is necessary to focus on investing in science and technology in the key plants and animals with such local development advantages as studying plant varieties, intensive farming, preventive measures and technical procedures for the province’s key plants and animals, and high-tech applied agriculture.

In particular, most of the province’s scientific research results of themes and projects in the field of agriculture have been applied at some different extents and levels, bringing out certain results; creating models, plant varieties, and animal breeds; improving intensive farming techniques; protecting plants and animals with comparative advantages and economic value; and developing an agricultural service industry to contribute to making a great change in the production structure towards a commodity economy associated with the market, and increasing farmer’s income.


The implementation of scientific research themes and projects at grassroots levels, especially those at district levels, has contributed to the local socio-economic development; promoting the construction of a new countryside in districts; focusing on implementing new rural criteria like “The commune has activities to provide scientific and technological information via a local website effectively” and “Each commune has one certified brand name”.

 

In the period of 2017-2019, agricultural projects have been implemented and VietGAP and GlobalGAP certificates were granted to 8 units of the province’s main crops such as durians, pepper, green grapefruits, tangerines, rambutans, mangosteens, and vegetables. In addition, based on research DOST has helped to develop the trademarks for 12 products.

 


The technological level in manufacturing enterprises in the province is increasingly improved

 

DOST has not only promoted its scientific and technological research, application, and transfer but also successfully held scientific and technological creativity movements and competitions, which attract the participation of a large number of people from all walks of life in the province. This is a unique point, which arouses people’s creative spirit in improving and creating new solutions for improving production and labor quality including the Technical Innovation Contest and the “Promote Initiatives in Labor and Learning” Program of the “People unite to build a cultural life” in Dong Nai province. Particularly, the “Promote Initiatives in Labor and Learning” Program has gathered 860 solutions since 2017 and 149 solutions with new features and applicability in reality to bring out high efficiency in economic, technological and social aspects have been considered and selected. In addition, DOST has organized and coordinated to hold 7 more movements and competitions of information technology, science and technology communications, and local history and culture research to promote the community’s movements in science and technology activities. Particularly, Dong Nai’s “Test Your Knowledge of Cultural and Historical Value” ​​has attracted thousands of participants of participants and created a useful intellectual playground.

 

Although the achievements in the field of science and technology have brought many positive results and contributed to the effective implementation of socio-economic development goals, there have existed weaknesses in the province’s scientific and technological activities. In the coming time, the science and technology sector will deploy many synchronous solutions to promote the effective implementation of scientific and technological tasks in production development (especially for some key products of the province and the region); focus on innovation activities; create a science and technology market; and invest in and carry out research and development activities, technology transfer, and and application of scientific and technological research results to production and life.
