​1. INDUSTRY AND SMALL-HANDCRAFT INDUSTRIES, AND FORESTRY

There are 15 enterprises, 115 individual production and business establishments in the industry and small-handicraft industries, with the total number of industrial workers of 3,062 in the commune. The industries of garment, cashew nut and banana processing and pre-processing continue to operate stably. In the first 6 months, Xuan Loc Garment Company, and Global Farm Banana Company created jobs for estimated 1,240 local employees.

Currently, the whole commune has 248 hectares of forest, including 50.53 hectares of Forest Project 327 and 197.47 hectares of production forest. In order to prevent forest fires, in early 2018 the Communal People's Committee has set up a fire prevention and firefighting schedule and made people committed to forest fire prevention and control for forest planting households under Project 327. No forest fires have occurred yet across the commune.

Implementing the proposal of people about the liquidation of forest 327, the People's Committee collaborated with Xuan Loc District’s Forest Protection Department and Department of Agriculture to complete the liquidation documents to submit to Dong Nai Department of Agriculture and Rural Development.

 2. TRADE AND SERVICES

- Inspecting and controlling the slaughtering, transportation and trading of animals and animal products; upgrading and repairing the sections at Xuan Bac Market with a total cost of VND656.9 million; intensifying the examination and propagation operation via radio loudspeakers to ensure food safety in food production and trading establishments;

 3. EDUCATION

Maintaining the universalizaiton standards at all grade-levels; improving the quality and size of education; The commune has four schools (namely Nguyen Viet Xuan High School, Dinh Tien Hoang High School, Le Hong Phong High School, Ba Thang Hai High School, Xuan Bac Kindergarten, Gia Vuc Kindergarten and Nguyen Thai Binh Secondary School) which have met national standards, reaching 88.7 percent and 100 percent of the schools have equipped with standardized facilities. The education and training activities in the commune have been stabilized and developed. Kindergartens, preschools, primary schools and secondary schools have been funded to reinforce their structures and classrooms, modernize their equipment and renovate their teaching contents and methods, strengthening comprehensive education for students, meeting the development requirements of education and training cause. Every year, the rate of mobilizing students to attend class at all grade-levels fulfills the set plan while the quality of education is better improved.

In general, schools in the commune perform well in teaching and learning. The facilities of the schools have met the standards required for teaching and learning.

As of the end of the second semester, the total number of students in the 2017 - 2018 school-year is 3,175, of which there are 822 preschool children, 1,559 primary school pupils and 794 secondary school students. The total number of school teachers and staff is 261 people. In general, maintaining the student number per class at all grade-levels of the 2017-2018 school-year meets requirements.

Based on the review of the 2017-2018 school-year, the quality of primary and secondary education continued to be maintained, as follows: 100 percent of the primary pupils are qualified, 100 percent of the students met moral requirements, 344 out of 1,559 students made excellent achievements in subjects and trainings, accounting for 22 percent; 645 out of 1,559 students achieved outstanding and extraordinary achievements, occupying 41.3 percent; 98.4 percent of the students have completed the course’s programs; and 63.2 percent of the secondary school students have excellent and good results.

There are two excellent pupils at provincial level; 53 excellent pupils at district level; one good homeroom teacher at provincial level; 16 good homeroom teachers at district level; 60 excellent-teaching teachers at district level; and one teacher who is good general team-leader at provincial level.

- The schools have completed the contents of District People's Committee's Plan 151 on improving the quality of new countryside construction in schools.

- The Study Encouragement Association operation: Continuing to launch the 2018 study encouragement piggy bank feeding campaign and attract new members;

The commune’s Study Encouragement Association currently has 21 branches, including 3,168 members in total, with 200 piggy banks registered, organizing a life-long learning conference and a piggy bank opening ceremony for the 2017-2018 school-year; ultimately collecting VND98 million from 145 piggy banks. The schools gave that VND98 million as scholarships for 168 poor pupils.

 4. HEALTH

The number of health workers serving at the Commune Health Station: 11 people, including one general practitioner, one Chinese herbal medicine medicos assistant, one dentist, three general medicos, two nurses, two pharmacists, and one population officer;

- Xuan Bac Commune Health Station is a medical unit of the district’s Medical Center, under the comprehensive and direct management of Director of Xuan Loc District Medical Center. The station infrastructure was built and put into operation in 2009, ensuring sufficient rooms and space to carry out the assigned functions and tasks. Since 2010 the station has been recognized to meet the Set of National Criteria on Communal Health and maintained it to date. The station ensures the sufficient number of working staff, performing well preventive medicine, medical examination and treatment, reproductive health care, essential medicine supply, community health management, health communication and education for people. The stations have also increased the use of IT in medical examination and treatment activities, reforming the working style towards patient satisfaction, all for patients and patient-centered.

5. CULTURE

- Information on the Communal Cultural House: The commune has one Center for Culture and Sports-Community Learning, 12 hamlet-based Cultural Houses and Sports Hubs.

- Information on the Communal Culture Post Office: The commune has a Culture Post Office that has been well performing and equipped with the necessary equipment for operation with two employees working between 6 AM and 9 PM;

- Cultural activities in the commune:

+ Organizing  one cultural performance night to celebrate the Party and the Spring with 13 performances, attracting more than 300 viewers;

+ Participating in the Chua Chan Mountain Climbing Challenge with 30 participating athletes, having 40 participants in the Year of the Dog Spring Festival in the district and playing 12 of the 13 competitions;

+ Organizing the Olympic Running Day for All People's Health in Xuan Bac Commune in 2018 to celebrate the 72nd anniversary of the Sports Day of Vietnam (on March 27) with 180 participants;

+ Joining the Xuan Loc District Men's Volleyball Championship, with 20 players;

+ Organizing two badminton tournaments attracting about 400 players and supporters, and organizing one Volleyball Championship in Xuan Bac Commune with the participation of 8 out of 12 hamlet teams;

+ Joining the 2018 Prominent Cultural Family Contest in Xuan Loc District;

+ Cleaning and planting trees on the occasion of Uncle Ho's birthday;
