comprehensive agriculture toward modernization, large-scale commodity production
with high productivity, quality, efficiency and sustainability; promoting animal
husbandry in combination with processing industry and new countryside
construction in order to speed up the process of agricultural and
rural modernization, striving for an 5-6 percent
increase in the value of agricultural and forestry production in the 2015-2020
period;
Concentrating on well implementing the commune's agricultural development
planning by 2020, with a vision toward 2030; encouraging and supporting various
economic sectors to join in production cooperation and linkage associated with
agricultural product consumption; promoting agricultural development along the
direction of increasing productivity, quality, value and efficiency on the basis
of increasingly applying advanced science and technologies; paying attention to
the development and expanding of production models towards specialization and
intensive farming, especially in the fields of land preparation, seed and breed
production, cultivation and harvesting; Improving agricultural technical
services to support production;
Focusing
on restructuring of plants in association with the implementation of programs
and projects in agriculture, agricultural extension and plant protection;
working out solutions to support the investment in the construction of roads,
electricity, irrigation, breeding and technology for concentrated agricultural
production areas, especially those for production of corn, pepper, coffee,
dragon fruits and vegetables, etc. in order to create quality raw materials for
industry; especially, well implementing the linked chain building from
production, processing, storage, circulation, distribution, export and brand
building; raising the winter-spring crop area to about 900-1,000 hectares by
2020, which is the main production crop in the areas where irrigation water is
available; attaching importance to developing clean and sustainable agriculture;
intensifying intensive farming, using new breeds and new technologies to raise
crop yields and labor productivity and reduce production costs; concentrating on
building large-scale fields for maize main crop and winter-spring crop and rice
main crop and summer-autumn crop, and large-scale fields for vegetables; at the
same time, encouraging the development of economically valuable crops, striving
to achieve the average production value of VND150 - 180 million per hectare of
cropland per year by 2018; short-term crops using 100% of new varieties, high
productivity, resistance to pests; over 90% of perennial trees and fruit trees
using new varieties and produced in the direction of clean agriculture;
Striving
to develop livestock into a major agricultural production by 2020, focusing on
making the rapid and strong development of husbandry in both quantity and
quality, focusing on raising pigs, cows and chickens. , goats, etc., raising the
proportion of animal husbandry to 51.1 percent of the total value of
agriculture; prioritizing the development of animal husbandry and poultry
production aimed at focusing on advanced technologies, epidemic safety and
environmental hygiene; continually investing in the infrastructure of the areas
planned for animal husbandry; encouraging the investment in building
establishments for animal and poultry feed processing, modern, closed production
models, from production to consumption; maintaining and better improving the
quality of the local veterinary network, attaching importance to the epidemic
prevention in livestock and poultry and slaughter control, ensuring that 98
percent of livestock and poultry are vaccinated against required diseases;
promoting the application of new technologies to animal husbandry for the
household economy model; assisting in building biogas tanks and branding for
breeding facilities that provide safe products;

green trees is expected to reach 30 percent and forest coverage 3 percent;
Continuing
implementing effectively the contents of the Resolution of the 7th plenum of the
Party Central Committee (the tenth term) on agriculture, farmers and rural
areas, the new countryside construction program and the new set of rural
criteria of the province and district; concentrating the development of the rich
and scenic new countryside model; striving to maintain and improve the quality
of a New Countryside commune;

INDUSTRY – SMALL-HANDICRAFT INDUSTRIES
Luring
investment and creating favorable conditions for the development of industries
and small-handicraft industries in the commune, prioritizing the development of
small and medium-sized establishments, concentrating investment on the
development of animal feed processing and agricultural product processing
industries such as cashew nut processing and agricultural product drying to
ensure product quality; encouraging the development of rural industry and craft
villages in association with environmental protection, striving to an annual
increase of 7 – 8 percent in the value of industrial production (price
comparison in 2010);

AND SERVICES
Developing
and improving the quality of trade and services to meet the increasing demand of
people, striving for an average annual increase of 10-11 percent in the
production value of trade and services in the period of 2015 - 2020 (price
comparison in 2010);
Creating
favorable conditions and attracting commercial enterprises and individual
households to develop a variety of goods and services; strengthening the
management of commercial business households, good management of one market in
the commune; and implementing the price stabilization programs, meeting the
demand for trading and exchanging goods of people; expanding and developing
establishments trading agricultural products and goods for agricultural
production and people's consumption demands;
Regularly
coordinating with the district’s authorities in checking against counterfeit and
falsifying goods, tax evasion, and business households’ observance of the
Party's guidelines and policies, and the State's law;
Continuing
developing and improving the quality of transport, post and telecommunications,
finance, banking, insurance, health care, education and training services;
encouraging the development of new services and improving the quality of rural
services;
DEVELOPING
ECONOMIC SECTORS
Encouraging
and creating favorable conditions for the development of economic sectors;
especially, implementing policies to support and improve the efficiency of
collective economy; promoting the role of collective economy in agricultural
production; diversifying forms of production linking and organizing;
strengthening and improving the quality of high-yield clubs and cooperatives,
mobilizing 50 percent of high-yield club members to join
the high-yield clubs and building large-scale fields; concentrating on
mobilizing and replicating the production of economic models with high
efficiency; attaching importance to solutions on applying scientific and
technical advances and management methods for the constant development of
businesses;
