Many a profound change for Dong Nai’s farmers in the
construction of the new countryside
Up to now, Dong Nai has always maintained its
leading position in terms of the achievements in the construction of the new
countryside and has been the first province to have 100% of its communes and
districts meeting requirements for the standard new countryside. Particularly,
Xuan Loc is one of the four districts in the country to be selected for piloting
the new countryside construction model. In addition, Dong Nai does not chase
after achievements but always aims to construct a new countryside in depth and
the final goal is to promote the development of agricultural production and
improve the life of farmers in the countryside and the evidence for this is the
achievements of agriculture and sustainable rural development in the period of
2008-2018 of Dong Nai province.
Specifically, in the period of 2008-2018 the
province poured a total investment capital worth VND330 trillion into
agriculture – farmers - countryside.
In particular, the State budget accounts for nearly
12% and the rest is from credit capital sources, businesses and people. Dong
Nai’s prominent point is its comprehensive, efficient and sustainable economic
development. As a result, the income of the rural people in localities shows a 3
– 4 fold increase compared to that 10 years ago. Many poor districts have made a
breakthrough, increasing the average income of people in rural areas to
impressive levels such as Trang Bom district reaching over VND61.2
million/person/year and Vinh Cuu district reaching over VND56
million/person/year.
Dong Nai is not only the leading province in the
country with 100% of communes and districts reaching new rural standards and
with 26 communes reaching new advanced rural standards but also a pioneer in the
post-construction period of the new countryside. Accordingly, Xuan Loc district
in Dong Nai province was chosen to pilot the new model rural district in the
country. For the evaluation of the new post-countryside in Dong Nai, 6 out of 14
communes have met new rural standards; Xuan Loc is likely to meet the
requirements for a standard new rural district in the country. The highlight of
Dong Nai is its comprehensive, efficient and sustainable economic development.
According to a report by the Coordination Office for the New Countryside
Program, the province’s agricultural production has seen many models of hi-tech
production and clean agriculture.
Specifically, the model of growing Viet GAP
grapefruits gives an income of VND1.2-2 billion/ha; high-tech shrimp farming
earns from VND2.5-3 billion/ha; and so on. Thanks to the development of
agriculture towards modernity and sustainability, the income of rural people in
localities has shown a 3-4 fold increase compared to that 10 years ago. Many
poor districts have made a breakthrough to increase the average income of rural
people to impressive levels such as Trang Bom district reaching over VND61.2
million/person/year and Vinh Cuu district reaching over VND56
million/person/year.
In the coming time, according to the general
orientation Dong Nai will continue to focus on improving the quality of new
rural areas, and take measures to increase sustainable income for rural people.
According to the general orientation, Dong Nai will
continue to focus on improving the quality of new rural areas, and take measures
to increase rural people’s income in a sustainable way. Accordingly, localities
will make specific plans and put forward solutions for seeking for a roadmap to
improve the construction of new rural communes and districts and the next step
is a standard new countryside.
Dong Nai has just implemented the program of “One
commune, one product”, which contributes to the national goal of building a new
countryside with a focus on developing agricultural, non-agricultural products
and beneficial services in each locality based on the value chain, which is
implemented by both private and collective economic sectors. Recently, Xuan Loc
district has been selected to pilot a new rural district model in the country
towards “Developing a sustainable agricultural goods production” in the period
of 2018-2025. Accordingly, Xuan Loc will take production development as a focus,
set specific goals of people’s income and production value, strive to bring all
agricultural products into a chain with leading companies, and develop
cooperatives to gather farmers’ investment capital in production. Particularly,
the total capital needed to implement the project is about VND28,300 billion
with phase 1 in 2018-2020 period, focusing on comprehensive quality improvement
of new rural criteria and model fields and striving to have 8 out of 14 communes
meeting the newly-improved rural standards by 2020 and 3 communes meeting new
rural standards
In the second phase, 3 more communes will be
recognized as the improve new countryside and 3 others will reach the standard
