- The workforce, industrial potential and industrial development orientation of the commune: Encouraging and creating favorable conditions for small- and medium-sized enterprises to maintain and develop their operation; increasing the value and proportion of industrial production in the commune, which now account for more than 38 percent of the production value.

 2. AGRO-FORESTRY-FISHERY

Agriculture: It is defined as a spearhead sector.

The agricultural land area, tree varieties with agricultural advantage and livestock and poultry farming situation in the commune:

- Agricultural production: Agricultural production area is ​​4,228.11 hectares, accounting for 89.71 percent of the local total area. The commune has profit-capable plants such as cashew, mango, pepper, banana, ect.

- Livestock and poultry farming: The herd of buffaloes and cows: 1,752 animals, up 87 animals compared to the same period; poultry: 959,855 birds, down 20,723 birds compared to the same period (downsizing group of quails), including 650,380 chickens, 3,705 ducks, 305,770 quails. During the year, the commune coordinates to spray disinfectants and mobilizes people to join additional animal vaccination, keep animal habitats hygienic and prevent diseases. It coordinates with the district’s inter-branch inspection team to regularly inspect the cattle and poultry slaughtering control and fine the violations according to regulations.

Forestry: Land area for forestry and the situation as well as development orientation of the forestry sector: Area for forestry is ​​1,470.07 hectares, mainly for protection forest and Cajeput and hybrid Acacia intercropping.

 3. TRADE – TOURISM - SERVICES

The products value is currently worth VND276.09 billion, corresponding to VND219.43 billion in 2010.

- Labor structure: The agro-forestry accounts for 47.34 percent. The small and handicraft industries account for 32.56 percent while trade and services make up 19.33 percent.

- There are 173 production, business and service establishments doing business in different fields, including two cooperatives. In general, the fields of agriculture, industry, small and handicraft industries, trade and services in the commune have continuously experienced growth, contributing to improving people's living standards and income.

 4. EDUCATION

List of schools in the commune: There are six schools, including Nguyen Huu Canh Secondary and High School, Ngo Si Lien Secondary School, Nguyen Khuyen Primary School, Ly Tu Trong Primary School, Xuan Thanh Kindergarten and Trang Tao Kindergarten.

The number of health workers serving at the communal health station: There are 10, including one doctor, one traditional medicine physician, one 2-year collage pharmacist, two midwives, two general physicians, two nurses, and one family-planning officer.

Information on the communal health station: Xuan Thanh commune’s health station was established in 1994, located on the area of ​​2,114 m2. In 2012, the station was built with a total construction cost of VND5 billion, including 17 specialized rooms and five sickbeds, along with equipment to serve locals.

Health service for people: In the first quarter of 2018, the commune health station provided medical checkups and treatment for 4,258 people, including 974 people with traditional medicine, 3,384 people with Western medicine, 100 percent of the children under 6 have been vaccinated.
