INDUSTRY
Encouraging and creating favorable conditions for people to invest in the
development of small and handicraft industries, attaching importance to the
development of construction materials and agricultural product processing such
as cassava processing and agricultural product drying ovens to ensure product
quality; encouraging the development of small- and medium-sized enterprises to
operate effectively and regularly; striving for an average 7 - 8 percent
increase in annual industry and small-and handicraft industry production value.
AGRO-FORESTRY AND FISHERY
Striving for an average 7 - 8 percent increase, as follows:
- Cultivation: Efficiently implementing the plan of key seeds and
breeds fitting the local area-specific soil and weather conditions and expanding
red dragon fruit farming to improve productivity and product quality to meet
market demand; actively encouraging people to apply automatic and water-saving
irrigation technologies, especially for perennial trees and produce – in order
to raise water use efficiency, better improve productivity and product quality,
and control crop timing to improve economic effectiveness and protect the
environment; promoting agricultural extension, plant protection, tapping in
credit sources and conducting agricultural projects; efficiently managing
agricultural materials services, especially plant seed, fertilizer and pesticide
suppliers; fostering the restructuring of plants in combination with intensive
farming to raise productivity and product quality (switching from two
inefficient rice crops to one rice crop and two produce crops) to form commodity
production areas; efficiently implementing the plan of key seeds and breeds
fitting the local area-specific soil and weather conditions to improve
productivity and product quality to meet market demand.
Focusing on expanding the winter-spring crop production area in Tan Huu, Tan
Hop and Tan Hoa Hamlets, striving to farm 50 hectares of corn in these fields;
actively encouraging people to apply automatic and drip-irrigation technologies,
especially for perennial trees and produce in order to raise water use
efficiency, better improve productivity, product quality, and control crop
timing to improve economic effectiveness and protect the environment.
Reinforcing and expanding the High-Yield Club and the High-Yield Clubs Union a; in
2019 four HYCs and one cooperation group and in 2020 one cooperative and one
cooperation group will be established, focusing on the Cow and Pig Raising Club.
By 2020, all the clubs, cooperatives, and cooperation groups will ensure
effective production and operation.
- Animal husbandry: Encouraging and supporting livestock farmers
toward concentrated and large-scale commodity production, applying advanced
husbandry technologies in a closed and concerted raising-to-slaughter process;
encouraging firms to sign sales contracts with farms and households; enhancing
the validity of State management of veterinary and animal habitat hygiene,
combined with the transfer of advanced animal husbandry techniques to livestock
workers; continually upscaling and developing sow herd, developing breed
services, veterinary services, and transferring technical advances to farmers;
the annual vaccination program covering over 96% of the total herd, preventing
disease outbreaks; encouraging people to gradually move livestock producers out
of the residential area to the planned areas for concentrated animal husbandry
development to ensure sustainable development and reduce environmental
pollution.
- Forestry: Increasing forest protection, contributing to the
enrichment of forest resources, ensuring its protective and environmental
protection functions as well as actively planting canopy trees to keep the
forest coverage 36.8 percent and green coverage over 68 percent; effectively
perform forest fire prevention and control tasks in the locality.

step up the restructuring of plant structure in combination with intensive
farming to improve productivity and product quality; continuing stabilizing the
concentrated cultivation areas for rice, corn, vegetables, fruit trees, and
industrial trees such as cashew, rubber, pepper and so on for intensive
cultivation in order to raise yield.
- Irrigation: Upscaling the application of automatic and water-saving
irrigation technologies, especially for perennial crops and produce in order to
raise water use efficiency, better improve productivity and product quality,
control crop timing to improve economic effectiveness and protect the
environment.
TRADE, TOURISM AND SERVICES
Encouraging and creating conditions for enterprises and households to produce
commodities eligible for export, attaching importance to locally advantaged
products to create sources of goods for consumption inside and outside the
province and for export, which are able compete in the market and in the region;
encouraging enterprises and households to invest in trade in services in the
planned area for commercial development of the commune; encouraging enterprises
to build stations for purchasing and pre-processing agricultural products in the
raw material supply areas; applying many forms of direct contracts for
purchasing agricultural products with farmers; creating closed production
processes; and encouraging production.
Promoting highly added value forms of trade, tourism and services to become an
important economic sector greatly contributing to the economy size and economic
growth rate; promoting the restructuring of service sector; striving for the
trade and service sector constantly to gain higher than the economic growth
rate; striving for an annual average of 11-12 percent.
