History and culture:
Time of establishment: 1986
Xuan Tay commune was officially established on May
14, 1986 according to the decision of the Council of Ministers of the Socialist
Republic of Vietnam and on the basis of splitting the land area of Song Ray
plantation for the establishment of two new economic communes: Xuan Dong and
Xuan Tay. According to the remaining historical documents, the land of Xuan Tay
has a long history according to “The Study of Geography of the Nguyen Dynasty”
by historian and researcher Nguyen Dinh Dau, which was published in 1994; “Gia
Dinh Thanh Comprehensive Encyclopedia” by Trinh Hoai Duc; and “Dai Nam
Comprehensive Encyclopedia”. Based on many other historical materials, from the
14th to 16th centuries to before 1698, the land of Dong Nai witnessed many
immigration times of Vietnamese residents (the Kinh people) to explore and build
villages and hamlets to live together with local ethnic people like Cho-ro,
S'Tieng and Khmer. Then, the land of Xuan Tay belonged to Chu Huong land, where
many ethnic minority groups settled.
From 1698 to 1838, the today’s Xuan Tay land
belonged to Thoai Huong commune, An Vien, Long Khanh district, Phuoc Tuy
prefecture, Bien Hoa province. Thoai Huong commune is specifically described in
the book of “Research on the Nguyen Dynasty’s Geography” as follows: Thoai Huong
commune, which was formerly known as Chu Huong land. The land register was made
in 1849; Xuan Tay bordered on Cam My commune with Nhac canal as the boundary and
Cau My village (Long Xuong) with Dong mountain as the boundary to the east; Xuan
Tay bordered on La Minh village with Ta Nang canal as the boundary to the west;
Xuan Tay bordered on Cam My commune with Nhac canal as the boundary and Thoi
Giao village (Long Co) with Can Tang canal as the boundary to the south; Xuan
Tay bordered on La Minh village with Tra Khi canal as the boundary and La Phu
commune (Long Xuong) to the north. The commune’s cultivation land for growing
potatoes and beans on the area of 2,000 acres.
Xuan Tay’s land and people have been specifically
recorded in historical materials. Through each historical period, Xuan Tay has
different names, from villages and communes like Xu Chu Huong to Thoai Huong
commune or village. After the country was completely liberated on April 30,
1975, Dong Nai Provincial People’s Committee established Song Ray state-owned
plantation. On October 14, 1976, Song Ray state-owned plantation was officially
established. On February 22, 1985, the People’s Committee of Dong Nai province
issued Decision no. 1670/QD-UBT on the allocation of 5,954 ha of natural land of
the provincial state-owned company to Xuan Loc district for management. On May
14, 1986, the Council of Ministers issued Decision no. 59-HDBT to officially
establish Xuan Tay commune in Xuan Loc district, Dong Nai province. Accordingly,
Xuan Tay commune has 4 areas: I, II, III, and IV and a natural area of 2,786
ha with 3,301 people. Particularly, people are mainly the Kinh and ethnic
minorities are Thai, Khmer, Tay, Nung, and Chinese Vietnamese people.
In the period of implementing the renovation policy
initiated and led by the Party, the Party Committee and the people of Xuan Tay
commune continued to promote their revolutionary traditions, unite to
successfully implement the resolutions the Party Congress of the district and
the communes has proposed and effectively carried out the Party’s guidelines,
policies and resolutions on socio-economic development to obtain important
achievements. The economy has continued to grow well, the agriculture develops
comprehensively towards a commodity production, diversification and enhancement
of economic value, and gradual construction of infrastructure; culture and
society have made a lot of progress; people’s and ethnic minority groups’
materialistic and spiritual life has stabilized and seen improvement in various
aspects; political security has been maintained, and social order and safety
have been ensured; local military and national defense tasks have been
successfully completed; the political system has continued to be strengthened
and improved; local administrative reform tasks have been paid attention to and
strictly implemented by the Party Committee and Xuan Tay commune’s authorities.
In 2015, Xuan Tay commune was recognized as either
of the units to be ranked excellent among 13 communal level units in terms of
the announcement of the administrative reform index in by the People’s Committee
of Cam My district. In 2017, Xuan Tay was recognized as a commune meeting new
countryside standards, and between 2017 and 2018, the People’s Committee of Dong
Nai province awarded the emulation flag of an excellent labor collective to the
commune. The commune’s Party Committee has been recognized as a clean and strong
Party Committee for many years. In 2018, the district’s People’s Committee
awarded a certificate of merit for the commune’s excellent completion of tasks.
