I. Economic development:
1.1 Economic structure:
- Gradually shifting the economic
structure of the commune to a commune of industry-services, and
trade-agriculture with sustainable growth, as follows:
- The income value of
industry-construction increases on average 15.81 percent (at the 2010 price).
Industry is gradually attracting investment to the locality, accounting for a
large proportion, mainly private enterprises producing and trading building
materials. There are several foreign-invested companies and joint ventures in
operation, attracting thousands of local and outside workers, contributing to
improve the average income of the commune.
- The added value of the trade
and services (at current price) increases by 19.15 percent. Types of services
have been more and more diversified, attracting branches of big names in
electronics retails, electronics, telecoms, fashion, etc. Besides market
services, inns, motels, processed commodities, small businesses, and so forth
have occupied a higher proportion, attracting many unskilled and unemployed
labors.
- The income value of the
agro-forestry and fishery (at the 2010 price) increases by 2.92 percent. Total
rice arable area is maintained, orchard replacements with the capital funded by
the province help create jobs for over 800 households to improve their income.
Environmental service cooperatives and cooperation groups for fruit seedling
production have been effectively maintained.
1.2 Financial budget
revenue and expenditure and tax:
- The State budget revenue in
2016 reached VND23.07 billion (out of VND5.18 billion) reaching 445.64 percent;
in 2017, VDN16.64 (VND6.16 billion), 270 percent; in the first 6 months of 2018,
VND8.20 (8.46 billion), 96.91 percent, with annual tax collection and payment of
over 125 percent of the assigned target.
1.3 New Countryside
construction
- Reviewing and completing the
new Rural criteria; improving the quality of criteria for comprehensive
development of rural appearance to satisfy the criteria for building an
exemplary New Countryside in Dong Nai; in 2018, the Advanced New Countryside
Rural criteria were basically completed according to the provincial criteria
set.
1.4 Management of land,
natural resources and environmental protection:
- The management of land and
natural resources has been reviewed, checked and included in the State
management list. So far, most of the public land authorized to the commune such
as project land, graveyard land, communal land and public offices and facilities
have been monitored and managed tightly so that they will not be encroached upon
or misused. The total public land currently under management is 675,310.7 sq. m,
with a total of 88 plots. Particularly land occupied by households in the old Ba
Xuyen Bac Lieu cemetery and their use situation are examined to suggest the
province to consider and adjust the decision.
- The rate of households
registering to collect and committing treating garbage through cooperatives
reaches 96.59 percent; 100 percent of hazardous waste is brought to right
disposal facilities; trees cover over 41 percent of the area, the rate of forest
cover is over 8 percent to prevent environmental degradation.
II. Social and cultural
development:
2.1. Education and
training:
- Organizing the implementation
of the plan for the school years according to the sector’s program,
strengthening the socialization of education to serve the promotion of talent,
building and repairing schools. Teaching and learning has gradually improved in
quality combined with the education of student morality through the program to
promote learning and following Ho Chi Minh's ideas, moral and style. Planned
summer activities for children have been held with a good effect.
- Maintaining national standards
on universalization of secondary school, the rate of 6-year-old children going
to school reaches 116 percent; preschool: 99 percent; kindergarten: 50 percent;
filing applications for funding for repair and supplements of standard school
equipment and standards to propose re-qualify An Loi Primary School, Thanh Nghia
Kindergarten and the secondary school as national standard schools.
- Educational results of the
academic years in both academic and ethical terms were raised to over 99
percent, especially, the rate of secondary school student graduation in 2017
-2018 reached 100 percent.
- All preschool teachers have 100
percent of pedagogical standards, of which over 36 out of 38 reach 94.7 percent;
18 out of 23 primary school teachers 78 percent; secondary teachers have
above-standard training qualifications; 9 out of 9 management teachers gain
intermediate level of politics. The proportion of university and college
students hits the goal of 30 students per 1,000 people.
2.2 Culture, information
and sports:
- Loudspeaker system was
consolidated and upgraded to an FM radio system with loudspeaker clusters
covering all hamlets. 100 percent of the hamlet’s headquarters have
loudspeakers. The average 3-hour-a-day broadcasting feature contents serving the
propaganda of the Party's policies, State laws, and internal news in the
locality. 100 percent of hamlets have been equipped with portable speaker
systems for mobile propaganda. There are TV sets and DVD players to support the
province's online programs to Party members, union members and culture and
performance activities in the hamlets.
- The movements of building
culture family, maintaining cultured hamlets are a task that covers all the
tasks, so it has been paid attention and directed by the Party Committees and
authorities. The Vietnam Fatherland Front has propagated and mobilized all
classes of people to participate enthusiastically. The rate of cultural
households average in 2017 reached 99.05 percent out of 5,786 households; 100
percent of hamlets and zones maintain the title of cultured hamlets; 100 percent
of agencies and units have a good cultured life. The title commune meeting the
standards of a new rural cultured commune has been maintained since 2016;
- The All-People Movement to
train their bodies according to Uncle Ho's example has been participated by a
large number of people. Various types of physical training and sports activities
are regularly held at the communal Cultural Center and on the occasion of major
national holidays. The national unity festival of all levels and the Grassroots
Sports Congress are well organized. Also, hamlet’s roads are concreted,
installed with adequate lighting system, safe and clean, facilitating people
daily walking, exercise and sports, raising the rate of participants to 50
percent of the population.
2.3 Healthcare and
population:
- Continuing to maintain the
natural population growth rate of 0.94 percent; keeping 10 criteria according to
the national set of criteria for communal health in the 2010-2020 period; 100
percent of households using 3 standard sanitary constructions and 100 percent of
hygienic water including 2.62 percent of tap water; malnourished under
5-year-old children by weight accounting for 4.52 percent, by height 8.31
percent.
2.4 Labor, employment,
poverty alleviation and social policies:
- Over 150 employees are sent to
training and employment each year; the rate of poor households shrinks to 0.28
percent of the total 6,915; households with electricity access reach 100
percent.
