INDUSTRY
Striving for an increase of 5.39 percent per year in the value of manufacturing
and industry and small-handicraft industries (price comparison in 2010);
creating favorable conditions for enterprises and small and handicraft
establishments to produce goods such as the pre-processing of agricultural
products and iron industry for consumption and people's life; at the same time,
encouraging economic sectors to invest in rural areas in order to create more
jobs and income for laborers, promoting the rural economy.

AGRO-FORESTRY AND FISHERY

Concentrating on raising the level of production toward industrialization and
modernization, attaching importance to expanding cultivation area and
restructuring plants that fit the terrain conditions of each location and widely
applying water-saving irrigation technology; prioritizing to concentrate
investment on key and economically viable crops, affirming their advantages and
strong positions, such as pepper and mango in combination with the development
of other crops such as cassava, corn and tobacco, etc. in order to increase
production value per unit area; promoting the livestock sector and agricultural
services, contributing to the economic restructuring of agriculture in line with
the commune's guidelines of increasing the share of livestock sector and service
sector;

average value of agricultural production (price comparison in 2010) increases by
6.62 percent per year, of which the production value of cultivation sector
increases 4.99 percent per year, animal husbandry sector up 6.61 percent year,
agricultural services up 13.84 percent year. The proportion of animal husbandry
to the value of agricultural production is at 51.4 percent.
+ The
average production value per hectare of agricultural land is at VND180 million
or more.
In
order to achieve the said objectives, it is necessary to maintain and expand the
models of production cooperation in various forms such as linking households,
groups of households and High-Yield Clubs to a broader form, which is the Union
of High-Yield Clubs and forming Agricultural Services Co-operatives. By means of
these models, laborers will be able to reduce production costs, manage
agricultural calendars, reduce pest damage, apply and exchange technical
advances as well as experiences in production and business affairs and have the
product sale support, promote the implementation of the four-party linkage
model. When this model performs well, it would contribute to the sustainable
development of agricultural sector and people can take initiatives in branding,
styles of commodities, and finding consumption markets.
Continuing to provide investment support to farmers for key crops, creating more
models of high-yield, saving investment costs in making products, striving for
40 percent of the key crop area with the income of VND250-350 million per
hectare and gradually expanding them; by 2020 striving for 2,053 hectares of
annual cropland in total, decreasing 1.35 percent per year; perennial tree
with 3,723.7 hectares, increasing 0.06 percent per year; an increase of 4.9
percent per year in production value of cultivation sector (price comparison in
2010);

Improving the quality of products in line with quality standards and branding,
creating long-term prestige for products on the market;

Protecting and developing the concentrated forest and scattered forest;
strengthening forest fire prevention and control in the dry season;

TRADE, TOURISM AND SERVICES
Striving for an average growth of 9.54 percent per year in the value of trade
and services production (price comparison in 2010); attaching importance to the
development of various forms of services in agricultural production and rural
life, facilitating the exchange of goods for consumption; creating favorable
conditions, attracting investment of business and enterprises, individual
households to develop a variety of goods and services to serve; strengthening
the management of commercial business households in the commune, implementing
the price stabilization program, meeting the need of trading, exchanging goods
for the people; expanding and developing establishments to purchase and sell
agricultural products, supplies and goods for agricultural production and
people's consumption demand;
