over 1 billion VND; The average income of cooperative members and laborers in
2020 is estimated at about 78.08 million VND / year, an increase of 3% compared
to the end of 2019; the number of cooperatives operating effectively under the
Law on Cooperatives in 2012 was good, excellent 62%, average 28%, weak need
reinforcement 10%.
The Provincial Cooperative Union stated that the
newly established cooperatives operate in a diverse range of industries and
fields. Many cooperatives have been strengthened and renovated in terms of
organization and operation, in which there are some advanced examples, good and
good cooperatives account for an increasing proportion; members participating in
the cooperative tended to increase; charter capital is getting bigger and
bigger; field of operation is increasingly wide, creating jobs and regular
income for workers; The linkage between members and with other economic
organizations has initially developed. Collective economic organizations have
gradually asserted to be an important factor contributing to social security and
socio-economic development of the country.

Regarding the qualifications of cooperative
managers, by the end of 2020, the total number of cooperative managers is
estimated at about 1,726 people, of which the number of trained managers of the
cooperative reaches elementary level, intermediate level reached 55%; 28%
college, university or higher degree; Most of the managers of the cooperative
participate in professional training and training courses according to
regulations.
There are still many limitations and weaknesses
According to the assessment, despite diversifying
industries, but in general, collective economic activities have not escaped the
state of prolonged weakness; the growth rate of the collective economic sector
is still slow; the contribution to the provincial GRDP is low; Most of the
cooperatives operate on a small scale, with little capital, poor facilities, and
no collateral when borrowing from credit institutions; peanut technology; the
content is still monotonous; the linkage and cooperation between the
cooperatives have not been effective; Management qualifications are still
limited ...
Especially, in the current market mechanism, many
cooperatives are not acutely aware of opportunities, but passively rely on the
state.
The cause of the shortcomings and weaknesses is the
incomplete and inconsistent awareness of the collective economic development of
some Party committees, authorities, officials, especially the head; the
assessment of the collective economy is not comprehensive; The important role of
the collective economic sector in socio-economic development, national defense
and security has not yet been fully seen. The capacity of collective economic
organizations is weak; the legal framework and policies for collective economic
development still have many shortcomings.
The authorities at all levels have not done well in
implementing supportive policies, have not promptly removed difficulties and
problems for collective economic activities ...
An issue that has also received a lot of attention
is that the steering committee for building collective economic development in
localities is still lacking and weak, leading to ineffective operation. In
addition to continuing to strengthen the entire machinery, the localities want
the Provincial Steering Committee to pay attention to, implement training and
improve the qualifications of cooperative staff.
