The cause of the shortcomings and weaknesses is the incomplete and inconsistent awareness of the collective economic development of some Party committees, authorities, officials, especially the head; the assessment of the collective economy is not comprehensive; The important role of the collective economic sector in socio-economic development, national defense and security has not yet been fully seen. The capacity of collective economic organizations is weak; the legal framework and policies for collective economic development still have many shortcomings.

An issue that has also received a lot of attention is that the steering committee for building collective economic development in localities is still lacking and weak, leading to ineffective operation.
