Encouraging and creating favorable conditions for people to invest in the development of small and handicraft industries, focusing on the development of construction materials and agricultural products and food processing such as cassava processing and agricultural product drying ovens in order to ensure product quality; continuing the operation of small-scale cattle slaughterhouses, encouraging the development of medium and small-sized establishments which operate regularly and efficiently;  striving for an annual average increase of 26.09 percent in industry and small-handicraft industries production value;

AGRO-FORESTRY AND FISHERY

Taking many measures to effectively tap into existing land resources for highly efficient production; it is estimated that by 2020, the total area of ​​annually cultivated crops is 2,787 hectares and the land for perennial trees is 1,807 hectares; continuing to invest in making more significant changes in the structure of plants, such as pepper, mango, ect.; registering mango product brands to join the market; attaching importance to the planning and zoning of suitable production areas; focusing investment on the production areas of ethnic minorities; strengthening agricultural extension and farming promotion; collaborating relevant agencies to organize training courses to transfer farming science and technology to people; developing cost-effective crops; stabilizing cultivated areas and developing key crops with high cost-effectiveness; promoting the development of HighYield Clubs; and ensuring cooperatives to effectively operate;

Encouraging the development of animal husbandry toward commodity production; expanding veterinary network; striving to raise the proportion of animal husbandry during the period of 2015-2020 to 41.76 percent of the agricultural production, specifically by 2020 it is set to have 2,250 cows, 36,000 pigs and 980,000 birds; concentrating investment on constructing 2.5 km of Suoi Khi road and 2.4 km of three-phase medium voltage power lines to create favorable conditions for investors in husbandry-promoted areas in the hamlets of Trung Tin, Trung Hieu and Gia Hoa;

Strengthening the management of forest protection and development in accordance with the planning, especially the protection forest on Chua Chan mountain, thoroughly preventing deforestation; striving to maintain planted forest areas and also supplementing to damaged areas so as to basically cover bare land and hills; the rate of green tree coverage is set to reach 70.8 percent by 2020, of which forest coverage will be 37.9 percent.

TRADE, TOURISM AND SERVICES

Strengthen the management of business households in the commune, developing a plan to stabilize trading activities in Gia Ray market; expanding and developing th establishments that purchase and sell agricultural products, material and supplies for local agricultural production and consumption; developing networks of tourism and trade services after the cable car project is completed and put into operation in connection with the business and introduction of agricultural products with local advantage; regularly investigating counterfeits and poor quality products; quickly handling business registration procedures for the households which seriously follow the Party's guidelines and policies as well as the State's laws. By 2020, the value of trade-services production is expected reach VND339.5 billion, with an average increase of 19.17 percent.​
