Implementing some new legal provisions in the field of transport Update 31-10-2020 11:47
Dong Nai Department of Transport on July 29 convened a conference to fully grasp the government’s Decree no. 10 dated January 17, 2020 and the Ministry of Transport’s Circular no. 12 dated May 29, 2020 and had a working session with businesses. The conference was attended by concerned departments, committees, and sectors, and the units, businesses, and cooperatives that transport passengers and cargo by cars in the province.


 

Businesses are supposed to deploy and fully grasp the key new regulations of the government’s Decree no. 10. This Decree has 7 chapters and 57 articles providing regulations on business and business conditions for transport by car.

 

At the conference, businesses were provided with the important new provisions of the government’s Decree no. 10. Meanwhile, Circular no. 12 of the Ministry of Transport provides regulations on how to organize and manage the transport activities by cars and the transport assistance services by road. The applicable subjects to comply with these regulations are as follows: owners of transport businesses, drivers, staff and vehicles. The new points regulate drivers’ driving time, regulations making business owners pay drivers’ types of insurance; long-distance passenger cars having to have 2 drivers and drivers having to have a separate swipe card to control their routes, total rest time and videos and images transmitted to the supervisory authority unit. As from December 31, 2021, when a license is issued to a transport business unit, there must be an executive manager with primary and intermediate specialized qualifications in transport.

 

Dong Nai is the gateway of the southern key economic region with many national arterial roads that run through the province, leading to the strong growth of the province’s passenger and cargo transport activities by cars. Up to now, there have been more than 400 enterprises, cooperatives, and transport businesses with more than 5,000 cars of all kinds and the third largest number of business cars in the country just after Ho Chi Minh city and Hanoi. Therefore, the government’s Decree no. 10 and the Ministry of Transport’s Circular no. 12 are issued within this year to meet the practical requirements for the current situation, especially the strong application of technology in the state management of transport businesses by cars and the further enhancement of preserving traffic safety and order.
