Based on the approved 1/2000
ratio master plan by 2010, Hiep Hoa commune would tranformed into an eco-tourism
site, one of the tourist attractions along Dong Nai River. Accordingly until
2010 the commune’s orientations are as follows:
1. Economics
+ Agriculture: The sector
by 2010 was 30-32 percent of the economic structure, in which cultivation made
up 14-15 percent and husbandry 16-17 percent.
Overall direction is that the
growing area of rice and fruit trees, annuals and perennials and clean
vegetables will be reduced, promoting varied types of ornament trees and fishes.
In terms of husbandry, livestock raising is limited near residential areas,
promoting types of clean farming of animals such as fish for consumptions and
fish for breeding and soft-shell turtles, etc.
People are given investment and
instructions on reclaiming their simple gardens into intensive farming orchards,
transforming inefficient rice farming into intensive fruit tree farming,
facilitating eco-tourism development in the future, at least 50 hectares.
+ Small – handicraft
industries: The sector by 2010 was 7 percent of the economic structure, with
average production value increasing by 8-10 percent, promoting traditional
handicraft and items for tourism.
+ Business and commerce:
The sector by 2010 was 63-61 percent of the economic structure, with average
value increasing 12-14 percent, encouraging various types of services for the
development of garden ecotourism according to the general direction.
2. Other programs
+ Infrastructure investment
programs for tourism: Renovating and upgrading the transportation system in the
commune, including bridges, roads and An Hao wharf, in particular, Binh Quan
road and bridge; renovating, upgrading and expanding Village road 11’s section
to An Hao wharf; turning An Hao wharf into a ferry port to create favorable
conditions for tourists to visit.
+ Carrying out tourism investment
projects: Investing in building an amusement zone (covering 20 hectares) in Binh
Quan and Hoa Quoi areas; basically investing in a 50-hectare orchard in the
region planned for ecotourism in Tam Hoa hamlet and part of Nhat Hoa hamlet
(based on the 1/500 detailed planning); Building a 100-hectare ecotourism model
for leisure tourism.
+ Investing in infrastructure
construction: Building main roads starting from the city center and surrounding
areas to the commune; building internal transport routes to facilitate tourism
programs.
Creating tourist attractions
following the model of garden ecotourism, operating in form of tours and routes
combining waterways with roads for visitors’ sightseeing, amusement and
recreation.
3. Social programs
+ Hunger eradication and
poverty reduction: poor household elimination;
+ The Population and Family
Planning Program: the natural birth rate down to one percent;
+ The Child Malnutrition
Prevention and Control Program: the rate of malnourished children aged 0-5
down to 6 percent ;
+ The Clean Water Program:
rates of households with clean water supplies at 100 percent;
+ The Rural Electrification
Program: 100 percent of households using primary and secondary
galvanometers;
+ The Transport Socialization
Program: striving for 50 percent of hamlet-level roads being concreted;
+ Cultured Family and Cultured
Hamlet: the rates of families meeting Cultured Family standards of 85-90
percent of the total; remaining the Cultured Titles.
+ The Educational
Universalization Program: continuing the anti-illiteracy efforts and
high-school educational universalization; striving for one kindergarten and two
secondary schools meeting national standards.
+ Health: encouraging
people to build sanitary toilets, 85 percent of families; striving for the
commune’s health station meeting national standards on healthcare.
+ Employment: striving for
the rate of laborers without stable jobs down to 5 percent of the total labor.
