People’s lives have been gradually improved, and
production and business activities have gone more smoothly
After 10 years’ implementation of the 10th Party
Central Committee’s Resolution no. 26b-NQ/TW dated August 5, 2008 on
“Agriculture, farmers and rural areas”, the State Prime Minister’s Decision no.
800/QD-TTg dated June 4, 2010 and Decision no. 1600/QD-TTg dated August 16, 2016
on the approval of the National Front Program on the Construction of New
Countryside in the period of 2010-2020 and after more than 8 years’
implementation 3,787 communes accounting for 42.4% across the country were
recognized to meet all requirements for a new countryside in December 2018; the
whole country achieved 14.33 criteria per commune and only 21 communes achieved
below 5 criteria, accounting for 0.003%; and 61 district-level units in 31
provinces and cities directly under the central government were recognized to
satisfy all required standards and complete the tasks of building new rural
areas by the State Prime Minister. In particular, Dong Nai is the first locality
in the country to have 100% of its communes meeting all the new rural standards.
There were no communes meeting the new rural
standards in 2010 but in 2015 17.4% of communes and 15 districts met the new
rural standards. In 2018, 42.4% equivalent to 3,787 communes and 61 districts
satisfied all the new rural standards. These are very impressive figures and a
great achievement showing that the construction of new rural areas is a
righteous policy supported by people and it has really become a strong and
widespread revolutionary movement, which is enthusiastically responded to and
actively participated by both the political system and the people of the whole
country.
It is expected that there will be about 50% of
communes meeting the new rural standards in late 2019, which means that all
targets will be completed 1 year earlier than expected.
Many sunny, dusty and muddy roads are dealt with
The results of new rural construction show that not
only the number of targets has been achieved but the quality of the new rural
criteria has also been significantly improved. In the period of 2010-2015, most
communes focused on building and improving the infrastructure but then in the
period of 2016-2020, building new rural areas with a focus on depth with 4 core
elements: developing production and increasing income; improving grassroots
cultural activities; protecting the environment and building rural landscape;
and preserving political security and social safety and order has been paid
attention to by localities.
In the communes that are recognized to meet all the
new rural standards, people’s materialistic and spiritual life has been improved
one level and the rural face has also prospered in the past 8 years of
implementing the new rural construction program.
Also, the transport system has changed and the
lighting green, clean and beautiful roads have become familiar and created a lot
of advantages for people to increase their income and meeting people’s daily
travelling needs.
