Attempting to reduce the rate of drug addicts in the province Update 14-08-2020 11:17
The province’s plan for drug addiction treatment and post-drug withdrawal management by 2020 strives to maintain 80% of communes, wards and townships meeting requirements for the recognized standards of communes, wards and townships that prevent and control drug addiction, social evils, and prostitution; build, newly establish, and put into operation 5 new drug withdrawal facilities at district levels and 24 points that give advice on and assist local drug addicts at communal level; and strive to reduce the number of drug addicts and those who are using drug by 2-5 % compared to 2019.


Propaganda panels on how to prevent and fight with drugs

 

The plan includes 6 groups of major solutions. In addition to promoting the dissemination of propaganda information, education and prevention, especially focusing on disseminating propaganda information in residential areas, schools, businesses, drug detoxification establishments, bars, discos and so on, it is essential to implement drug withdrawal and drug addiction treatment in families and communities effectively according to Decree no. 94 of the government, and establish and operate drug detoxification facilities in the community at district levels and points that give counseling and help with drug addiction treatment in the community at communal levels.

 

The provincial People’s Committee also sets out key tasks: strengthening the leadership and direction of the Party and authorities at all levels, the active participation of sectors, unions and communities in the execution of legal policies on drug prevention, treatment, rehabilitation and post-detoxification management.

 

Also, it is necessary to continue to call for all people to actively join hands in preventing, controlling and fighting with, and denouncing drug-related crimes; mobilize drug addicts to voluntarily register for appropriate detoxification forms; effectively implement the treatment program for drug addicts; encourage enterprises to join hands in vocational training and job creation for people after detoxification; diversifying forms of mobilizing and calling for the participation and contributions of people, drug addicts’ families, and communities to drug detoxification work, integrating with socio-economic development programs like poverty reduction, vocational training, and job creation. In addition, it is essential to review and re-evaluate the effectiveness of treatment programs for drug addicts and, well carry out the construction of communes, wards and townships, and prevent and control social evils, drug addiction, prostitution and so on, thereby adjusting and giving appropriate measures and policies.

 

Also, it is necessary to improve the quality and effectiveness of post-detoxification activities and treatment; strengthen management measures and help people to reintegrate into the community after detoxification; well implement post-detoxification management, especially the coordination between drug detoxification establishments and local authorities with vocational training institutions and enterprises; create favorable conditions for post-detoxification drug users to get vocationally trained, participate in labor and production activities and finding stable jobs.

 

In particular, People’s Committees of districts, Long Khanh city, and Bien Hoa city and organizations and unions are supposed to effectively receive, support, and help to manage people after detoxification to ensure that 100% of drug addicts are managed in their localities through appropriate forms after they return to their community with the aim of minimizing the rate of re-addiction.

 

Implementing synchronous solutions is to improve the management of drug users and drug addicts to curb the increasing number of new drug users and addicts; reform and improve the province’s drug detoxification and post-detoxification management in the province; diversify treatment forms towards gradually increasing the number of people providing community treatment and encouraging voluntary detoxification at detoxification establishments to gradually reduce compulsory detoxification cases; improve the effectiveness of drug addiction treatment, manage students in drug addiction treatment facilities, focus on giving counseling, career advice, vocational training and job recommendation to students and help them to seek for opportunities to find or create jobs for themselves when returning to the community; diversify forms of treatment, drug detoxification, and so on, thereby effectively implementing the 3-reduction targets: reducing supply, demand and harmful effects of drugs.
