Necessary to continue considering agriculture,
farmers and rural areas as the province’s strengths
Accordingly, the provincial People’s Committee
assigned the provincial Department of Agriculture and Rural Development to lead
and coordinate with concerned departments and sectors and the People’s
Committees of districts, Long Khanh city and Bien Hoa city to study the contents
of the State Prime Minister’s conclusion to organize the implementation in the
province as well as to make proposals and give advice to the provincial People’s
Committee to direct the implementation of the new countryside construction tasks
based on each locality’s authority according to regulations in the coming time.
It is known that at the national conference that
reviews 10 years of building a new countryside, Prime Minister Nguyen Xuan Phuc
stressed, the leadership of the Party and the whole political system have been
determined enough to implement the Program, make changes to deeply change the
awareness of officials, Party members, the whole society and people of
agriculture, farmers and rural areas. The roles of people and farmers have been
clearly shown in this program, which has mobilized a great deal of resources of
over US$10 billion for the development of the institutions of production
infrastructure, life, culture and society and has basically met requirements for
today’s life and become a foundation for development in the coming time.
Therefore, the face of Vietnam’s agriculture and countryside has changed
significantly: greener, cleaner and more beautiful. Also, the country’s
agriculture is growing over 3% every year, forming 3 axes and groups of products
with 10 national products that have an export value of over US$1 billion per
year, and groups of diverse local specialty products diversifying. It is
expected that nearly 4,000 OCOP products will create a specific agricultural
industry that get more involved in global value chains by the end of 2020.
The lives of people in rural areas have been
positively improved. The income in 2009 was VND 9.4 million / person, by the end
of 2018, it reached VND 35.9 million / person, an increase of 3.7 times. The
poverty rate will decrease from 19% in 2009 to below 7.38% by the end of 2019.
In October 2019, 4,665 communes in the country were
recognized to meet requirements for a new countryside, accounting for 52.4% and
109 district-level units were recognized to complete the tasks of building a new
countryside.
Also, the State Prime Minister pointed out that
besides the achieved results there have still existed weaknesses that need to be
seriously considered; for example, directions are not synchronized; clear
differences in the results of new countryside construction among regions and
areas; the achievements in developing production activities, taking care of
people’s lives, and strengthening local authorities have not been synchronized
in term of infrastructure development; the social evils in rural are still
happening; and so on.
Also, the State Prime Minister clearly stated the
viewpoints and orientations for the implementation in the coming time are to
continue paying attention to improving farmers’ role and position of farmers to
fully promote their potential and recognize risks and challenges and then take
more specific measures with the motto of making most advantages of developing
and minimizing the adverse factors caused by climate change that affect regions.
Necessary to pay more attention to the application
of science and technology in agriculture and countryside
It is essential to continue to regard agriculture,
farmers and rural areas as the province’s strengths and advantages in the
process of development and integration; and be bold and determined enough to set
higher goals. Localities must be a pioneer; develop a typical and modern
agriculture, and build a green - clean - beautiful countryside; pay more
attention to the application of science and technology in agriculture and rural
areas; improve the goals of production, life, and environment, especially
completing essential infrastructure, materialistic life, protecting cultural
life, combating social evils, preserving cultural identities in rural areas.
The State Prime Minister asked localities to
proactively build their action plans and goals, and provide concrete solutions
for new rural construction. Also, localities and industries must be proactive
and positive enough to respond to the national emulation movement to join hands
in building the new countryside in the 2021-2025 period.
