The Steering Committee performs the tasks specified
in Clause 4, Article 20 of the government’s Decree no. 160/2018/ND-CP dated
November 29, 2018 giving detailed regulations on how to implement a number of
articles of the Law on Prevention and Control of Natural Disasters and other
tasks assigned by the Chairman of the provincial People’s Committee including
counseling and assisting the provincial People’s Committee to perform the tasks
of preventing and controlling natural disasters as stated in Clause 1, Article
43 of the Law on Prevention and Control of Natural Disasters; directing and
urging the implementation and submission for approval of natural disaster
response plans and methods; giving command in response to natural disasters,
search and rescue in local natural disasters; inspecting and urging local
departments, sectors, localities and units to perform their tasks of preventing
and controlling natural disasters in their respective localities; helping the
provincial People’s Committee to direct, inspect, urge and review the reports on
the statistics of damage assessment, verification of support needs, remediation
and reconstruction after natural disasters; implementing the contents of the
natural disaster prevention and control fund according to regulations;
organizing training sessions and drills and offering training to the forces that
are involved in natural disaster prevention & control and search & rescue
activities; disseminating propaganda information to raise the public awareness
of natural disaster prevention and control; directing, deploying and carrying
out solutions for gradually improving civil forces’ capacity in disaster
response activities; concentrating on human resources, equipment and building
supportive tools for the Standing Office of the provincial Steering Committee
for Natural Disaster Prevention and Control, Search and Rescue; connecting
online with the natural disaster prevention and control agency at central and
local levels to direct, command and manage the prevention and control of natural
disasters.
The Standing Office of the Command Committee is
located at the headquarters of the Department of Cultivation, Plant Protection
and Irrigation of Dong Nai province. Also, the Steering Committee has its own
seal and is funded for operation and can use the account of the Department of
Crop Production, Plant Protection and Irrigation of Dong Nai province (the
Standing Office of the Command Committee) to implement activities in accordance
with legal provisions.
