Human resources training in rural areas constantly enhanced Update 26-06-2020 02:54
Human resources are the most important factor in the implementation of effective guidelines and policies into reality. Therefore, in the process of implementing the national target program on the construction of the new countryside in the province in the past 10 years training human resources for rural areas has been paid attention to.

Division of Culture and Social Affairs at the provincial People’s Council supervises vocational training for rural laborers


In the past 10 years, to carry out the policy of giving vocational training to rural laborers, the province has provided vocational training for 62,561 people in the fields of agriculture (54.67%), industry and services ( 45.33%); the rate of job generation after vocational training (90.5%). According to the assessment of the provincial Department of Labor, War Invalids and Social Affairs, after taking their vocational training course many rural laborers have been equipped with the necessary knowledge and skills, thereby applying them in production effectively. Also, many trainees know how to take an advantage of knowledge and loans supported by the program of applying science and technology to livestock activities, cultivation to improve economic efficiency or expand production scale, and generate more jobs for laborers, especially leisurely laborers in rural areas to contribute to reducing poverty in a sustainable manner.


In addition, in the process of implementing the project on vocational training for rural laborers a lot of models have promoted its efficieny to help trainees to reduce poverty and increase their income and life like the model of applying industrial garment in Xuan Loc and Dinh Quan districts; the model of vocational training and processing wood and art wood products in Trang Bom district; the model of a vegetables cooperative group in Cam My district bringing an income of VND5 million to VND10 million.


Training associated with businesses of the project on vocational training for rural laborers has also contributed to partly supplying quality laborers to local businesses or local labor markets. The training units have actively coordinated with local businesses to develop their training programs and textbooks to create conditions for rural laborers to facilitate rural laborers’ directly learning and being given jobs after their training period, which has helped a large number of apprentices to find jobs or connect to employ themselves and increase their income, thereby bringing the rate of locally-trained laborers from 42.66% in 2010 to 62% in 2019.


Giving intermediate-level training to local officials

In parallel with vocational training for labor forces, standardizing and improving communal officials and civil servants is a very important task. In the past 10 years of 2010-2019, the province has sent nearly 24,500 officials, civil servants and other non-specialized people at commune levels to participate in political training and re-training courses.


Also, the contents of refresher courses focus on improving learners’ knowledge, skills, and ability of administrative, economic, cultural and social management according to job titles and positions to meet requirements for leadership, management, administration and performance of public duties in the process of deploying the contents and criteria of constructing a new countryside into reality.


The province has provided 29 training courses for the titles of Secretary, Deputy Secretary, and union leaders for nearly 3,000 arrivals of people; courses to give enhanced professional knowledge to the titles of Chairmen and Vice Chairmen of the provincial People’s Council and the People Committee with nearly 1,500 people; and 36 refresher courses of professional skills to nearly 3,800 people. In addition, the province coordinated to open a university-level training course for 354 officials, civil servants and non-specialized people with the aim of standardizing officials and carry out policies to attract officials and civil servants with degrees higher than the college level to work in the commune and provide support policies for communal officials and civil servants to study and improve their education level. Up to now, 100% of the province’s commune-level officials and civil servants have met requirements for professional skills according to the regulations stipulated in the Ministry of Internal Affairs’ Decision no. 4.


Particularly, for provincial and district level officials and civil servants the annual goal is to have at least 80% of staff learning to improve their legal knowledge and taking civil service refresher courses; 70% get trained to improve their skills and methods to perform official duties. Up to now, 61.1% of officials and civil servants have been provided with enhanced legal knowledge and civil service ethics and 57.9% have been provided with refresher courses to improve their knowledge, skills and methods to perform official duties. Currently, 95% of officials and civil servants have met requirements for being appointed as planned or into managerial positions or titles.


Training and retraining has made an important contribution to raising the common education level as well as the officials’ education and ability. Also, the quality of communal officials and civil servants has seen positive changes and basically met requirements for carrying out the official duties of constructing a new countryside. 97.59% of full-time officials have had their professional skills of intermediate or higher levels, up by 49.97% compared to 2011; the province has 94.16% of its full-time officials meet political standards, up by 32.27%; 100% of civil servant forces have intermediate or higher level degrees, up by 9.12%; and 84.42% others have intermediate or higher political levels, up by 53.69%.
