Trang Bom to develop private preschools Update 02-12-2019 12:02
Trang Bom District has just held a conference to implement the plan for developing the district’s private preschools in the 2016-2022 period.

According to a report by the People’s Committee of Trang Bom district, Trang Bom now has over 23,000 children from infants to 5-year-old children. Over the past years, the network of schools and classrooms for preschool education has been gradually invested in and upgraded. The district currently has 29 kindergartens 24 of which are state preschools and 5 of which are private preschools.

 

According to the roadmap in the period of 2016-2019, it is necessary to develop 12 houses and groups of children into private preschools. However, at present only 2 out of 48 groups of children with 50 children or more are developing a project to build their schools due to the lack of staff and an unstable force of teachers; some groups of children are still hiring land or houses but their lease contracts are only 3-5 years; there exist a lot of difficulties in changing land use purposes; small facilities and classroom sizes have failed to comply with regulations; little teaching equipment is also a problem; and so on. To deal with the difficulties and shortcomings in preschool education, Trang Bom district has built a roadmap to attempt to have an additional number of 27 private kindergartens and groups of children by 2022. At the same time, it is essential to assign tasks to concerned departments, committees and agencies to develop private preschools effectively. Accordingly, the division of education needs to deploy a roadmap to groups of children; the district People’s Committee is also supposed to assign tasks the divisions of urban management, and natural resources and environment to review the planning for land use; assist the district’s communes and townships to create favorable land-fund conditions to build private preschools; the cases which go beyond their authorities, preschools need to take an initiative to give the district’s People’s Committees solutions for directing and solving them; the People’s Committees of communes and townships are supposed to manage, inspect and reorganize the operation of kindergartens and groups of children, and promote the dissemination of propaganda information and policies of educational socialization; and so on.

 



It is essential to build more non-public groups of preschool children

 

According to the provincial Department of Education and Training’s general report, in the 2017-2018 school year the network of non-public educational institutions has 99 preschools, 1,067 groups of private preschool classes, 5 primary schools, 3 junior high schools, and 24 high schools. In comparison with the school year of 2012-2013, there has been an increase of 64 kindergartens, 285 independent groups of children, 1 primary school, 1 junior high school, and 3 high schools.

 

According to the goals set in the Resolution of the provincial People’s Council, by the school year 2015-2016, children under 3 years mobilized to go to school will reach 25%; the rate of children at the age of 3 to 5 years going to school will be 90% and children aged 5 to 5% will reach 100%; 50% of children under 3 will be mobilized to go to school with an average increase of 5% per year by 2020; and children at the age of 3 to 5 years going to school will reach 100% with an average increase of 2% per year with the children aged 5 going to school reaching 100%. Regarding the quality of education, the percentage of underweight preschool children will be less than 6% by 2020 and the rate of underweight and poor height will not exceed 8% with a growing rate of children attending semi-boarding schools reaching 95%; the rate of schools meeting national standards will reach 50%; and the consolidation and universalization of preschool children will be maintained for children aged 5.

 

For non-public education, it is necessary to strive to reach 60% of children in non-public kindergartens and 55% of children in non-public kindergartens by 2020 and to socialize the investment in about 29 local non-public preschool projects.



The activities of a private preschool is being inspected

 

According to set directions, in the coming time to remove difficulties and obstacles it is essential to carry out plans for developing private preschool education and the district’s concerned committees, sectors and unions as well as its communes and townships are responsible for focusing on investing in and developing kindergartens and groups of children into preschools and complying with plans. Especially, it is necessary to select eligible preschools first.
