Dong Nai is a locality with a strong development of its livestock industry, especially with the largest number of pigs in the country, and the number of poultry is at the top in the country. In addition to the planning of livestock areas, slaughtering planning plays an important role and contributes to creating a healthy business environment, ensuring consumers’ rights, and creating a sustainable economic environment.

The planning of concentrated cattle and poultry slaughtering houses is a thing on the list to be eliminated under the Planning Law, which takes effect as from January 1, 2019. However, there haven’t been any real guidelines yet. Currently, the provincial People’s Committee has not approved of the list of plans that will be removed, and so managing slaughtering activities will still follow the current plan.

According to the information from the Department of Agriculture and Rural Development, Dong Nai has built 42/49 slaughterhouses under the centralized slaughtering plan, 39 of which have gone into operation. Therefore, as planned 7 local slaughterhouses will be invested in. However, in fact, many concentrated slaughterhouses in accordance with the planning are working ineffectively. Besides the difficulties caused by the competition from illegal slaughtering activities, there have existed a lot of inadequacies. Specifically, in some localities after the planning is done, the number of concentrated slaughterhouses has become dense such as Trang Bom district with 10 facilities, Thong Nhat district with 7 facilities, and so on. Particularly, the investment in many slaughterhouses with a capacity of tens to hundreds of pigs per day and a few thousands of chickens per day; outdated technology is one of the reasons leading to inefficient operation. Dong Nai currently has 71 licensed slaughterhouses and is controlled by the veterinary sector to slaughter. Thus, in addition to 39 facilities that are invested in as planned, tens of licensed slaughterhouses are still operating. The slaughterhouses outside the planning of concentrated slaughtering activities in residential areas will have to be relocated will have to be relocated or shut down. According to many localities, relocating these facilities is still faced up with a lot of difficulties and the locality is also confused about the arrangement of new locations as centralized slaughtering plan will no longer be effective.

 

Difficulties and weaknesses in the management, development and planning of slaughtering areas have still existed because more than 33 concentrated slaughterhouses assisted by the province’s Lifsap project are now having an actual operating capacity on average of less than 50% of the designed capacity. A lot of Lifsap slaughterhouses are making losses, even facing the risk of bankruptcy as they fail to compete with pirate slaughterhouses. Therefore, the new investors are also hesitant to invest in new facilities.

 

The inadequacy lies in the fact that Bien Hoa city is the center of the trading activities with all types of services, especially food products and many areas have still developed livestock activities. However, no local centralized slaughterhouses have been built. As planned, by 2020 the concentrated slaughterhouses that are being invested in will be put into operation but so far the implementation is still faced up with a lot of difficulties and has not been completed yet.

 

In the coming time, to have a more effective slaughtering plan, the provincial People’s Committee has also asked localities and related departments and agencies to review and find the appropriate management of slaughterhouses as the new Planning Law takes effect and the concentrated slaughtering plan is on the list to be deleted. as the planning of concentrated slaughtering is removed, management will be carried out according to two directions. One is based on preferential management and another is according to the list of planning for land use, urban planning, and so on.

 

In terms of the current case, as there are no specific guidelines and the provincial People’s Committee has not okayed the list of plans to be removed, the management of slaughterhouses will still follow the planning.
