Improving the professional skills of the medical systems in communes and wards Update 21-10-2019 04:33
The project is aimed at performing medical examination and treatment in the medical stations of wards and communes to ensure that at least 90% of medical stations in communes will be eligible for medical examination and treatment with health insurance; and at least 80% of the list of technical services is at the commune level.

It is necessary to strive for 100% of medical stations in communes to be eligible for medical examination and treatment with health insurance by 2025 and fully perform all the contents of primary health care and achieve at least 90% of the list of technical services at the commune level; reduce the overcrowding at higher-level hospitals and focus on the Scheme on Strengthening training and carry out the scheme of improving training, technology transfer and  professional skills of the medical staff in communes and wards to create a premise for the organization of a medical services supply system according to three professional levels; organize a system of the medical stations in communes and wards associated with school health and in accordance with each locality’s characteristics; and strongly develop the emergency system in the community and before going to the hospital according to Decision no. 1,718/QD-BYT, which has just been issued by the Ministry of Health.

On the one hand, this project focuses on such solutions as piloting the establishment of satellite clinics of some district, provincial and central hospitals that are located at the medical station of communes, wards and densely-populated areas; offering training and emergency technique transfers for the addition to the technical list and the scope of professional activities for the medical staff at the medical stations in communes and wards; and prioritizing the management of non-communicable diseases.

 

On the other hand, the project has built a network of medical stations in communes and wards to receive technology transfer of examination and treatment and training for improved quality from higher-level hospitals. To implement the project effectively, the Ministry of Health has assigned 15 central-level hospitals to directly join hands in and to be responsible for sending officials to the courses of training, technology transfer, and medical examination and treatment at the medical stations in communes and wards; developed a list of techniques and technical packages of 22 specialty departments and specialty with regular patients coming for medical examination and treatment at commune and ward levels: internal medicine; surgery, rehabilitation, traditional medicine, eyes, ear - nose - throat, teeth - jaw - face, dermatology, obstetrics, endocrinology, pediatric, tuberculosis, mental illness, and so on.

 

For higher-level hospitals, the district’s medical center is responsible for sending its professional staff to the courses of training, technology transfer, and medical examination and treatment at the medical stations in communes and wards. For example, a higher-level hospital may send its staff to help a lot of medical stations in communes and wards. On the contrary, one medical station of communes or wards may receive the transfer from the medical staff from many higher-level hospitals.

 

In order to gradually satisfy patients, Dong Nai’s health sector is making its great efforts to improve the professional skills of the medical staff at all levels. In particular, the medical stations at grassroots level are gradually building trust among patients in recent years and have gradually made an important contribution to reducing the burden of higher-level hospitals.

In addition, the Departments of Health of provinces and cities will make a list of the medical centers that have the medical stations at communal and ward levels, which need to receive the transfer staff from higher-level hospitals; assess and approve of the additional lists of medical examination and treatment techniques at commune and ward medical stations as the officials from higher-level hospitals come for medical examination and treatment; and arrange the human resources at commune and ward medical stations to ensure the reception of transferred professional skills and training from higher-level hospital staff to take place effectively.

 

Also, in the process of implementing the project that is related to health insurance, the Ministry of Health asked the health departments of 63 provinces and cities to assign tasks to a number of communal and ward medical stations, which are eligible for medical examination and treatment through medical insurance; appraise and approve of the additional lists of the medical examination and treatment techniques used at commune and ward medical stations as the medical staff from higher-level hospitals come for medical examination and treatment.

 

Also, the health departments of provinces and cities are responsible for coordinating with health insurance agencies to register for the initial medical examination and treatment starting with 5,000 - 10,000 at each commune and ward medical station; investing in the facilities for medical examination and treatment; ensuring a full supply of medication according to the Health Ministry’s regulations on the list of medicine that are paid by the Health Insurance Fund at the commune level; preserve the smooth settlement of health insurance.
